POSITION DESCRIPTION
The Program Officer is primarily responsible for supporting the implementation and day-to-day coordination of Amideast/Iraq's donor-funded education and English language programs. Working closely with the English Language Program and Training Manager, the position serves as the primary coordinator for assigned programs, overseeing participant recruitment, activity planning, logistics, procurement, monitoring and evaluation, reporting, stakeholder coordination, and communications. The Program Officer helps ensure programs are delivered on schedule, within budget, and in full compliance with donor requirements and Amideast policies.
The position requires a highly organized, proactive, and detail-oriented professional who can handle multiple priorities simultaneously, exercise sound judgment, identify constraints and challenges before they become problems, and work independently with minimal supervision.
The Program Officer also supports the growth of Amideast/Iraq’s English language programs by assisting the English Language Program and Training Manager with proposal development, market research, and business development activities. This position requires occasional travel to partner institutions and project sites throughout the Kurdistan Region of Iraq and Federal Iraq.
RESPONSIBILITIES
Program Coordination and Implementation
• Supports the implementation and day-to-day coordination of assigned donor-funded programs, ensuring activities are delivered on schedule, within budget, and in compliance with donor requirements and Amideast policies
• Coordinates program planning, participant recruitment, logistics, procurement, communications, and stakeholder coordination
• Monitors program progress, maintains accurate records, tracks budgets and performance indicators, and prepares high-quality reports and supporting documentation
• Identifies implementation challenges, develops practical solutions, and elevates challenges requiring management attention in a timely manner
• Supports the English Language Program and Training Manager in planning, implementing, and continuously improving assigned programs
Business Development and Proposal Support
• Supports the development of competitive proposals for donor-funded programs and institutional or corporate training opportunities, including proposal narratives, budgets, presentations, and supporting documentation
• Identifies and researches prospective funding opportunities, strategic partnerships, and institutional or corporate clients
• Supports the development and maintenance of relationships with institutional partners and corporate clients, as assigned
External Relations and Representation
• Supports the development and maintenance of productive working relationships with government counterparts, universities, consultants, program partners, and other stakeholders
• Represents Amideast professionally at meetings, workshops, training events, and other external engagements, as assigned
• Coordinates with internal and external stakeholders to support the successful implementation of assigned programs
QUALIFICATIONS AND SKILLS
Required
• Bachelor’s degree in international development, education, public administration, business, management, or related field
• Minimum of three years of progressively responsible experience in project coordination, educational program coordination or implementation, international development, or a related field
• Exceptional organizational skills and attention to detail, with the ability to manage multiple priorities and consistently produce high-quality work
• Demonstrated initiative, sound judgment, and the ability to work independently with minimal supervision
• Excellent written and spoken English, including the ability to prepare clear reports, presentations, and professional correspondence
• Professional proficiency in spoken and written Sorani Kurdish
• Strong interpersonal and communication skills, with the ability to build productive working relationships with colleagues and external stakeholders
• Demonstrated adaptability and the ability to work effectively in a fast-paced, team-oriented environment
Preferred
• Experience implementing donor-funded education, English language, or international development programs
• Experience with project monitoring, evaluation, performance reporting, and program documentation
• Experience monitoring project budgets and maintaining accurate financial documentation
• Experience supporting proposal development, including proposal narratives, budgets, and supporting documentation
• Experience working with government counterparts, universities, donors, or other institutional partners
• Experience administering or supporting internationally recognized English language assessments, such as TOEFL, TOEIC, or similar standardized tests
• Proficiency in spoken and written Arabic
WORK ENVIRONMENT
The incumbent in this position will work in a professional office environment and will utilize the following equipment when working from the corporate office or remote home office (either on a full-time, temporary, or hybrid basis).

Up to 15% business travel may be required to support program implementation.
