POSITION DESCRIPTION
The Manager of Contracts and Grants is responsible for handling the lifecycle of contracts and grants, including the review of all contract and grant documentation, project set-up, compliance monitoring, and post-award administration, as required. The Manager will be responsible for reviewing contracts and grants for all types of clients including those from the corporate, commercial, education, USG, and non-profit/foundation sectors. The client base includes U.S. entities as well as those with headquarters or operations outside of the U.S.
This position ensures that all agreements align with organizational policies, donor and funder requirements, and applicable laws and regulations. The Manager of Contracts and Grants works closely and collaboratively with program and finance staff and with external partners to support Amideast’s mission through the effective stewardship of associated private and public funds.
The Manager of Contracts and Grants will be responsible for effective and efficient operations in the areas of procurement, solicitation, contracting, and award administration. Key duties include negotiating terms, ensuring regulatory adherence, and managing workflow processes and procedures. The Manager of Contracts and Grants will also review vendor agreements for selected departments to ensure that all agreements feature fair business terms.
The Manager of Contracts and Grants will report to the Vice President of Finance/Chief Financial Officer and will work cooperatively with program managers and staff to support program implementation and development/advancement staff to support revenue growth. The Manager will serve as a main point of contact between Amideast and client contract/grants officials and review and approve contracts and grants documents.
RESPONSIBILITIES
Grant and Contract Management
• Review all grant, contract, and other agreement documents—including accompanying terms and conditions—for accuracy and appropriateness, and advise on corrections or modifications needed prior to signature by the cognizant Amideast authority
• Track cost share obligations; review and approve cost share documentation for allowability
• Conduct risk assessments and pre-award assessments of proposed subrecipients; advise on appropriate contracting mechanisms and subaward oversight and monitoring requirements; support program staff in performance and compliance monitoring of subrecipients as needed; ensure proper close-out of subawards
• Lead new award kick-off meetings to review compliance requirements with program managers
• On an ongoing basis, ensure and track compliance with foreign tax reporting, Synchronized Predeployment and Operational Tracker (SPOT) reporting, and other selected award requirements
• Advise on award close-out procedures and ensure proper close-out of awards
• Ensure the Amideast agreement tracker is maintained and updated weekly.
• Ensure new project set-up is completed in coordination with program and finance teams
• Ensure all permanent contract and grant files are maintained – both electronic and hardcopy, as required – in accordance with client regulations and Amideast record retention policies
• Support annual audits and financial reporting related to the administration of contracts and grants
Agreement and Procurement
• Ensure standard templates for memoranda of understanding, teaming agreements, grants, contracts and subcontracts, and NDAs remain current; advise on any customized modification of standard documents in conjunction with program managers and/or the business development team
• Support negotiations, as requested, for contractual agreements or modifications and take the lead in resolving disputes
• Oversee and enforce procurement policies to ensure fiscal responsibility, accountability, and transparency, in accordance with relevant regulations and policies
Compliance and Risk Management
• Maintain compliance with all private, corporate, federal, state, and foreign government funding requirements, and ensure adherence to USG and foreign government requirements including Federal Funding Accountability and Transparency Act, U.S. sanctions vetting, OMB’s Uniform Guidance (2CFR200), Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), etc.
• Lead compliance and registration processes with any new funders, including producing and developing policies and required documentation
• Handle the annual sam.gov registration process
• Maintain up-to-date knowledge of all relevant USG, foreign government, and private sector grant/contractual regulations as they apply to current and upcoming programs
• Ensure the sanctions clearance process is conducted for all individuals, organizations, and other parties with which Amideast engages in compliance with U.S. sanctions laws
• Develop and update policies and procedures and train staff on a regular basis to ensure organizational compliance with administrative processes and with regulations governing the organization’s contracts and grants
QUALIFICATIONS AND SKILLS
Required
• Bachelor’s Degree in Business Administration, Public Administration, or other related field of study
• A minimum of 7-10 years of direct experience in managing contracts and grants, preferably with a non-profit organization
• Demonstrated experience in negotiating and preparing international contracts and agreements with commercial, nonprofit, and government clients and partners
• A track record of working successfully in an international business environment
• Demonstrated project management and organizational skills to set priorities, establish deadlines, and follow through in a timely manner, to organize files and records for easy access and tracking
• Demonstrated knowledge of for-profit, non-profit, and U.S. and foreign government requirements, policies and procedures pertaining to the administrative of contracts and grants
• Exceptional attention to detail
• Experience in negotiating and drafting contracts, identifying risks, and ensuring compliance with financial and legal requirements in domestic and international settings
• Excellent verbal and written communication skills for use in preparing information, clarifying situations, and resolving problems, and for use in preparing required correspondence and reports
• Proficiency in MS Word and Excel
• Exemplary collaboration, management, and leadership skills
• Ability to work effectively as part of a team with all levels of staff
Preferred
• Proficiency in Arabic and/or French is preferred, but is not required
• Familiarity with the Middle East and North Africa region is preferred
