POSITION DESCRIPTION
The Human Resources Manager implements the human resources functions, policies, and procedures for staff and operations within Egypt. S/he leads and directs the Egypt Field Office HR team and delivers comprehensive HR services to staff and candidates. The Human Resources Manager proactively advises on best HR practices to achieve business goals in areas including employee relations, compensation and benefits, recruitment, professional training and development, and performance management.
RESPONSIBILITIES
• Lead, motivate, and develop HR staff to ensure that they have the necessary skills required to enable them to maximize their contribution in providing excellent HR service
• Develop and support HR policies and procedures to enhance the potential of the organization’s human capital and ensure that all legislative requirements are met in all Egypt offices
• Oversee the recruitment of staff and consultants to support all programs and operations
• Recommend and implement compensation and benefits policies and practices so employees are fairly and competitively remunerated
• Propose updates to the Amideast Employee Handbook in alignment with Amideast policies and Egyptian labor law
• Oversee recruitment policies and procedures for the selection of candidates
• Develop and track the proper implementation of the performance management function to ensure that all employees receive regular feedback on their performance level
• Conduct an evaluation of Amideast job descriptions to ensure the right compensation scheme for Amideast staff based on the tasks, responsibilities, and competencies required for all the positions
• Develop training and development plans, policies, and procedures to ensure that all employees have the necessary technical and behavioral skills required to perform their jobs effectively
• Develop the annual Egypt FO HR operating budget
• Maintain accurate and updated employee records ensuring all corporate and governmental work documents are done in accordance with Egyptian Labor Law; and all policies and procedures are properly conveyed and implemented in all Egypt offices
• Oversee the Independent Consultant contracting procedure
• Build and maintain professional working relationships within relevant government agencies and oversee subordinates’ dealings with government bodies to ensure accurate and efficient processing of employment-related formalities
• Ensure that CD and HQ HR are updated on all new labor laws and regulations which may impact Amideast and coordinate with local attorneys as needed
QUALIFICATIONS
Required:
• Bachelor’s degree or equivalent in Human Resources, Business, or Organizational Development
• Specialized training in employment law or Human Resources; including but not limited to employment law, compensation, organizational planning, organizational development, employee relations, and training
• At least 8-10 years of progressive work experience and prior experience supervising others
• Fluency in both written and spoken Arabic and English
• Excellent interpersonal and coaching skills
• Excellent organizational skills
• Superior computer skills in Microsoft Windows environment
• Must include Excel and database management
• Demonstrated excellent oral and written communication skills
• TOEIC score of minimum 900 or equivalent
Preferred
• Master’s degree in Human Resources or MBA
• HR diploma or postgraduate degree in HR
• Professional certifications in Human Resources
• Active affiliation with appropriate Human Resources networks and ongoing community involvement
WORK ENVIRONMENT
The incumbent in this position will work in a professional office environment and will utilize the following equipment when working from the corporate office or remote home office (either on a full-time, temporary, or hybrid basis)
